So they fight corruption by spending lots money on some nice offices for themselves with money they have been given to fight poverty. Yes I can see how that makes sense. What makes more sense is paying for employees in existing buildings and offices, of which they already have plenty, to police the administration to stamp out corruption. but… chicken-egg.
