High drama at State House Freetown – Paolo Conteh accused of treason

There was high drama and heightened security alarm at State House in Freetown last week, when the former head of the country’s security and safety in the APC government – Retired Major Palo Conteh, arrived for a meeting at State House with the president, carrying a loaded pistol in his shoulder bag.

Conteh was then arrested by CID and is still being questioned by police, as many in the ruling SLPP party call for treason charges to be filed against him.

Details of what actually took place last week at State House are mixed, and opinions about where the truth lies have become polarised by party political politics.

Conteh has not denied carrying his gun into State House. Speaking to a source immediately after his arrest, he said that he always carry his licenced pistol whenever he leaves his house. And that he forgot to leave the gun at home when going for his  meeting with the president.

He also said that upon his arrival at State House, he declared to the security personnel that he was carrying a gun in his bag which he wanted to hand over to the security. He said however, that the security advised him to go upstairs to his meeting with the president with his bag containing the gun.

And, upon arrival upstairs for his meeting, he was questioned by the head of State House security, who then alerted the police for his arrest for carrying a weapon into State House.

But this account has been denied by a government spokesman – Alpha Saidu, who works in the government’s information and communications ministry.

According to Saidu, speaking in a recorded audio, the Retired Major and former minister of internal affairs and minister of defence, refused to go through security checks as he made his way to see the president with his loaded pistol.

This is what Saidu said in Krio:

As police investigations continue into this saga which many say could have threatened the peace and stability of the country had State House security opened fire at Conteh – believing that he was about to assassinate the president, there are reports that the commissioner responsible for issuing licence for small arms – Retired Colonel Sinnah,  is also at CID helping the police on their investigations.

Sinnah is reported to have issued Conteh with a licence to own a gun without following due process, such as ensuring that Conteh had a clean medical certificate, police verification certificate and also clearance from the office of national security.

Three days ago, a statement was published purported to be by the family of Paolo Conteh. This is what it says:

“We are alarmed by the Press Release dated the 20th day of March 2020 issued by the Criminal Investigation Unit relating to a Criminal Investigation against Major (Rtd) Alfred Palo Conteh, Former Minister of Defense, Former Minister of Internal Affairs, a qualified lawyer and a military man for over 40 years.

Major (Rtd) Alfred Palo Conteh was called back to national service by no less a person than His Excellency (Retired Brigadier) Dr. Julius Maada Bio. On Monday 16th March 2020 he was invited to State House to share his knowledge and experience from the Ebola response with a view to helping the Government plan for and respond to the Covid-19 pandemic in the unfortunate event it is detected in Sierra Leone.  

He did not invite himself to State House, he was called by his President to serve and he did not ignore his call as COVID-19 is a national emergency, it is not a political issue. Major Rtd Alfred Palo Conteh agreed to attend that meeting and at the meeting, he gave his commitment to assist the Government, seeing this situation as his patriotic duty to help his country and to be of service in these difficult times.

Given his past experience, his lack of personal security and his very public face, Major (Rtd) Alfred Palo Conteh is known to always carry a gun with him. He has the necessary permits under the Arms and Ammunition Act of 2012 and is licensed to carry a concealed weapon for his own protection. In the face of the government failing to provide security for the Former Defense and Internal Affairs Minister as protocol demands, he secured a legal hand gun to protect himself and his family.

He was invited to a subsequent meeting at State House on Thursday 19th March and he had in his car, his bag which contained his gun and license. When he got to State House, he did not think it prudent to leave the bag with his gun in the car given the level of pedestrian traffic at State House around parked vehicles.

He decided to take his bag in with him and upon entry to State House, he walked directly to security and handed over his bag and informed them that he needed to leave his bag with them since the bag contained his personal gun and license. State House security in fact had waived him on to go on upstairs. But being diligent, he refused to take his bag upstairs and checked it in with security. He was then allowed to proceed upstairs to the meeting location.

Major Rtd Alfred Palo was in the office of the State Chief of Protocol (SCOP) with a number of other people who were also waiting for the meeting to start, approximately 45 minutes after he entered statehouse, when State House security personnel came in and asked him if he owned the bag. He indicated, in the presence of everyone present, that yes it was his bag and he had checked it in and informed security that his personal gun was in it.  

He was then told that he could not proceed to the meeting since he had to make a statement to CID personnel about the gun. The other attendants proceeded to the meeting without him. State House security then asked everyone present in the room to not speak about this incident outside of State House.

Major Rtd Alfred Palo Conteh gave a statement and he was allowed to leave State House but his gun and license were confiscated. Major Rtd Alfred Palo Conteh did make it clear in his statement given at Statehouse, and as was witnessed by those at the security desk when he arrived, that he voluntarily handed in his bag and clearly disclosed that there was a gun inside.

He had made no attempt to take the bag to the meeting and had proceeded upstairs to attend the meeting, without the bag.  Any attempt to say otherwise and to imply that he went to State House with any mal intent is an attempt to frame Major Rtd Alfred Palo Conteh for a crime he did not commit.  

The only crime that Major Rtd Alfred Palo Conteh committed is refusing to heed the warning of his friends and family who told him to stay away and not offer his assistance in this time of need, out of mistrust for this government. His only crime is daring to answer the call of his President. His desire to serve humanity and his people is why he is currently facing this crisis. Major Rtd Alfred Palo Conteh could have left his bag in the car and avoided this incident but he was concerned that it may fall into the wrong hands and felt that State House security was the best place for it.

Major Rtd Alfred Palo Conteh is not a criminal and he has not committed a crime. Any attempt to insinuate otherwise is an attempt to frame and imprison him unjustly.

Did Palo Conteh commit an offence by taking a weapon into State House? What does the law say about taking weapons into State House? Can lapse of judgement or mistaken and wrongful adherence to the law be used as a defence in a court of law?

To claim to forget or mistakenly do what is wrong is not a defence in law. While sometimes there may be mitigating factors that made it impossible for one to obey the law at any given moment, it is for the court to weigh up the circumstances and possible motive in order to determine whether wrongdoing was intended.

Also, the question must be asked about how probable it is for an experienced and qualified soldier of sound mind and judgement to make such a mistake, taking a weapon into State House. Did his declaration of carrying a gun to State House security absolve him of wrongdoing? Is Palo Conteh guilty of committing an offence – such as treason? Only a court of law can decide. Investigations continue.

Lawyers of Conteh have today written to the country’s Head of CID, calling for their client to be treated humanly whilst in custody. This is their letter:

    • Mr Conteh – please be assured there are no conspiracies here to deny you your right to free speech by failing to publish your comments. Your last comment sent to us last night was published at about 11.51pm. Since then we have not received any other comments from you. Stop the suspicion. Lol

  4. According to the press release from the Conteh Family, Palo is known to always carry a gun with him, whenever and wherever he goes somewhere for his personal security. Apparently, he did not carry a gun to the first meeting with the President. One may be tempted to ask, why did he take a gun to this second meeting? One may also wonder, why a retired Army Colonel – a trained Attorney and former Minister of Defence should act in such a reckless manner? Could it be that his action was a plot to cause the President harm?

    Were there cameras in the building to support the allegations, that he tried to bypass the metal detectors? Were there other actors present in the building, waiting for the signal from Palo? Were there strange vehicles in the vicinity of the State House? What was the reason for him placing a call to the former President? The CID might need to do some serious investigations in order to get to the bottom of this reckless behaviour.

  5. I can’t even imagine to understand the reason why the former Defence minister, Alfred Palo Conteh decided to take a loaded pistol to State House in the first place. What were his aims and objectives? This is cleared without arguments. Does this man really know or understand the man he’s dealing with? (Bio). Yes he does, but wanted to taste the salt water, and he already got what he wanted.

    One thing you have to understand about Mr. Palo, he’s not honest. Why I say that; in 2018 after the general election he was accused of holding some petty secret military meeting, even the former President Koroma’s name was involved in his Makeni residence. As we all came to understand, there was not enough evidence to warrant that accusation from his former military colleague Lt. Leama, but Mr. Palo Conteh says something that was strange to every listener. Here is what he said: I never visit the former president Koroma’s residence. Really?

    Each and everyone can define treason the way you know it. Here is mine. In Sierra Leone law, treason is criminal disloyalty, typically to the state. Even to visit our local ministers offices in the country, no one is allowed to take a mobile device or weapon along with them, let alone to State House. This was a palace coup attempt. Bio is lucky. Palo should know better that this is the wrong time. After he was arrested he made two calls to two prominent people in the country, that will come out later. May God continue protecting this administration and give them wisdom. May God bless Sierra Leone.

  6. Plenty thanks given to God and we are all happy that, the dangerous plot was foiled or else, today Paolo Conteh would have been head of state. First of all, I see no reason for the guy’s invitation to State House. Bio needs to wake up. This is a wake up call. There is something behind this. Let the investigation continue. At first when I read the story,I laughed until my bones began to ache;uncontrollably,and so very hard,causing my girlfriend to become so stunned,she thought I had completely lost my mind.(lol)What a sham this is,even class 5 children will tell you that it doesn’t make any sense,at all. Now,they are blowing trumpets, and calling for Paolo to face Treason. Well,let’s see if these ignoramuses can pull this one off; let’s see if they know what Treason really is.

    Folks,Treason is the threat of betraying ones country, especially when someone ATTEMPTS to kill,or overthrow a sovereign government. Now on what point exactly,according to the definition written above is Paolo Conteh guilty of committing the most serious crime,against our nation?Seriously,times without number, I warned APC leaders on this glorious forum, to beware of treachery,coming from the hands of the SLPP,yet it seems my advice fell on deaf ears for some – now there will be hell to pay!

  8. This man should know better, a former defense minister for that matter. There is a clear intent. On his first visit he had no gun, but brought a gun on his second visit and avoided screening and enters a scoping room to wait, that’s where he was apprehended. But the entire security unit should be overhauled, very careless security system. How can people go through State House without being screened. When visitors are dressed in coats and ties they let them go through without screening, but harass people dressed in casual attires. What a pity.

  9. This a complete chicken game between the Chief Security Officer and the Chief of Protocol or whatever they may call themselves at State House. Are we returning to the days where people just plot lies against others to eliminate them by the gallows? Let me be clear and candid. The security of our President and his family must be guaranteed. No one should mess around with that security. Even though this President is very unpopular and has made loads of mistakes since he came to power, no one should try to harm him or get rid of him by unlawful means. The voters will remove him by 2023. Period. Although it is not yet official, this President is now considered as the outgoing President of the Republic of Sierra Leone.
    Now to the issue. This is an issue that needs investigation.

    The Chief Security Officer and the Chief of Protocol must be relieved of their posts and investigated. How can Retired Major Paolo Conteh take his pistol up to the President’s office to harm anyone without been stopped by the security forces? Can you imagine with all those metal detectors and CCTVs at State House? In fact, such a security scare is sending the wrong signal to our diplomats and foreign guests. What a shame. I believe, the security officers at State House staged this plot to incriminate the Retired Major and trying to provoke chaos.

    If Retired Major Paolo Conteh went to that meeting with an intention to harm the President, he would have been killed. No doubt about that in my mind. Let’s wait and see what the law says about declaring weapons when entering State House. If declaring a weapon before entering State House is a normal practice and is within the law, then, the problem surely lies with the security forces and not Retired Major Paolo Conteh. President Bio has a trust problem.

    The opposition, the people of Sierra Leone and even some of his SLPP supporters don’t trust him and his few henchmen. After this “Play Cook” security scare, no opposition party member will answer to his call again. This is the last time he would be crying Wolf Wolf. God help the courts decide the truth on this staged chicken matter.

  10. I would have thought that the car park at state house was the safest place to leave a fire arm. Common sense should have prevailed and most times even the educated and experienced lack it. He has committed an offence and most face the law like everyone else with no sentiments about past positions held.

  11. Those who know Paolo, will tell you he is very street smart, savvy, arrogant, self-serving and ambitious. He is also very ruthless in pursuing his agenda. Paolo calculated the risk he was taking and knew the consequences of failure but his vaulting ambition got the better part of him. There is no doubt in anyone’s mind about his knowledge of the State House Protocol having served as Defense Minister, however, the reward of his brazen and opportunistic action spurred him on, and had he succeeded, it would have been the story of legends and our country would have been in turmoil right now.

    For those who are offering excuses on his behalf and pleas for his release, I want you to liken his action to a white supremacist taking a gun to a rally attended by black folks. When he is caught, do you say it was a mistake? He is not aware that no guns are allowed at the rally? Or he was intent on shooting up the place? If you believe in the third option, and you were a detective, the question then becomes, who are his accomplices?

  12. This incident is very unfortunate and mysterious to the highest degree. In fact, it carries a pungent flavour with it; and the stink is apparently from either of two parties – Rtd Mayor Alfred Paolo Conteh or the Head of State House Security. There is also an element of confusion created by the government spokesman, Alpha Saidu Bangura, whose statement appears to contradict both account of the findings of this article, and the purported account of the family of Paolo Conteh.

    Meanwhile, there are critical questions that can be unearthed from this web of conflicts. According to the recorded statement of the government spokesman, why did the security personnel fail to apprehend Paolo Conteh when he evaded security protocol at THREE checkpoints? With regards to the gravity of this case, why was Paolo Conteh not arrested and detained, after giving his statement at the State House Security desk, by the CID? How on earth, Rtd Mayor Alfred Paolo Conteh – a qualified lawyer and a military man for 40 years – thought that he could commit a crime in State House, single-handed, and get away with it? Why is there a hint of propaganda in the recorded statement of Alpha Saidu Bangura, the government spokesman?

    Until the above concerns are meticulously answered without any figure of doubt, there seems to be a dark cloud hanging over this case. Amidst the fight against the dreadful coronavirus (COVID-19) pandemic, wherein Rtd Mayor Alfred Paolo Conteh has offered his unwavering knowledge and experience to assist his country, what is the overriding motivation to incriminate him … Check it out.

    Mr. Brother Mr. Komba, tell me, which of the 2 crimes will you rather be charged? Treason, or negligence resulting to someone breaking into your car or house stealing a weapon that was later involved in a murder? It’s not even close sir. Again, I reiterate, Major Paolo Conteh messed up big time my brother, I know he absolutely intends no harm to anyone, however, his cerebral must have undergone a major malfunction.

    • Is this Ibrahim F? My take here is on the minimalist trajectory. Keep matters simple. The essence of the law is not to punish but to deliver 4 main principles of maintaining order, protecting liberties and rights,establishing standards,and resolving disputes. The fellow believes he has the right and liberty to go out with his gun. According to the news, he even DECLARED it at the front gate/desk. That trivializes the entire saga.

      If he is in violation, confiscate the damn weapon and let him go empty handed. If the entire story is just as we know it(reported), a honest judge might say:”de minimis non curat lex”-‘The law does not concern itself with trifles’; fine the guy and give his gun back. But, since Paolo Conteh experts are coming out to confirm his arrogance and treachery, lets see how big the monster gets.

    • Young4na, you folks do not fail to amaze others on this forum. While I do not want to delve into the argument of what his intention was, I would like to draw your attention to the simple definition of what a crime is,”IT IS AN ACT OR OMISSIONS”. However for one to be held culpable, the suspect has to have the mend rea (intent) and the actus rea (action).

      Now my concern, how did you come to the conclusion that the suspect did not have an intent as you posited in your post above? Are you privy to his mind set? Did you speak or communicate with him before he went to the State’s House? Are you part of the investigation? Or you are suddenly a magician to to things in the realm?

      The unlawful act is not in dispute. That is the suspect carried a loaded gun into an unforbidden area. What needs to be proven beyond all reasonable doubt for the suspect to be found guilty is the intent? And here you are concocting to know the intent.

When I commented elsewhere last week that inviting the APC and the venal Paolo Conteh to help fight the coronavirus pandemic was counterproductive, it was unwarranted events like the recent one associated with Conteh that I had in mind. Why would any sane and decent Sierra Leonean head to State House, the seat of power, with a loaded pistol?

    According to reliable sources, Conteh, a retired military officer and a faithful APC lackey, reported to State House on Monday, March 16, on the invitation of President Julius Maada Bio. He did not carry a gun on that day. But on a second visit on Thursday, March 19, the suicidal APC strongman took a gun to the people’s House, with the hope that he would go through a relatively laxed security system, enter the president’s office and attempt to assassinate the president.

    Interestingly, the deranged and obtuse Conteh never thought for a minute that attempting to assassinate the head of state would trigger a disproportionate reaction that would see him being blown away in a hail of bullets. No, that was never a thought because eliminating President Bio and destabilizing Sierra Leone has always been an issue of paramount importance to APC leaders.

    In many other countries, taking a gun to a school yard would land the offender in prison for twenty or more years. So, why should there be a debate on intent relative to the reprobate and bloodthirsty Conteh? Should such an incoherent yet deliberate action on the part of the desperate man not provide Sierra Leone’s Attorney General and Minister of Justice a case that can be easily prosecuted? I would be celebrating if I were Dr. Priscilla Schwartz.

    Indeed, no one takes a loaded gun to the highest office in the land to exchange pleasantries with the president. The intent of such a dumb move must be to cause havoc of unimaginable proportion. It follows that like other chicanery and skullduggery senior APC operatives, Paolo Conteh belongs in Pademba Road in a nicely tailored orange outfit. And before I forget, the keys to his cell must be thrown into the Rokel river.

    • Bra. I see you linking his bad manners to his intent since you lawyers or judges look at the intent. If these are truly inculpatory evidences,I see you locking him up for a long time. “Indeed, no one takes a loaded gun to the highest office in the land to exchange pleasantries with the president.” True. …would I be right to say that the heavily armed front gate officers were forewarned and asked to allow him to go up with his gun? Would it then be fair for me to say that there is a lot of ‘dirt’ surrounding this drama? Let us wait a little more for details of the matter.

  15. With all candidness, Major Paolo Conteh made a huge and unforgiveable error of judgement when one factor the current political climate in the nation and his background as a military personnel. For crying out loud, why will you knowingly bring a firearm into the premises of State House knowing fully well the ramifications that will ensue? What happen to leaving your gun inside your car and take the ordinary bag along? I know to be human is to err, however, Major Paolo Conteh should know better.

    He was once a minister of defense and have served in many capacities during the premise regime, he of all persons should know the protocols that entails in accessing high profile buildings in the nation. Personally, I don’t think he had any intention to harm anyone including the president, he just forgot to use his brain this time around, and this has surely landed him into a huge mess that will teach him a life lesson if he survives the menace of the PAOPA regime.

  16. Whether a crime or not, the ‘intent is clear’ – to cause no harm to anyone. The officers at the gate were not prudent enough to do due dilligence to their assigned duties. What goes around comes around. He (Mr. Conteh), supported a govt. ()Bai Koroma’s) that squandered money that should have been on education. Mr. Conteh, this is what you get when you have an ‘uneducated’ populace. If you think education is expensive, try ignorance. HeHehehehe…!!

  17. My personal view. It is very clear that Mr.Conteh did disclose his licensed gun because he was allowed to proceed from the security to the meeting waiting room. His gun was licensed with reference from this journal. I was very happy to hear the president calling opposition members to work with him, but I am very sad to discover that a good man like Mr. Conteh is being alleged to have committed a crime.

    I pray for Mr. Conteh and I therefore release the power of God to expose any evil agenda against him. May the Blood of Jesus Christ speak on his behalf. The plan of his enemies will befall them. The Holy Ghost will expose the truth and he will be freed. My bible tells me that the enemy is always seeking to destroy but he will not succeed over Major Rtd Alfred Palo Conteh. This is my message to the president of Sierra Leone:

    Our President I urge you to seek the face of God and love everyone. There are people who think that politics is all about making enemies; and they seek to falsify and make wrong perceptions about other people, believing that, that is the only way that they can show that they love you, but they are wrong. The international community is looking at you, including the United Nations, United States of America and other bodies.

    I urge you to do what is right and let justice prevail. You had a good intention to call him and he came to you with no bad intention. Therefore give honour to whom honour is due. Fellow Sierra Leoneans, it is high time we stop bad politics and put God and Sierra Leone fist.

You are trying to blame someone else for the mistake of Paolo, trying to say it is a conspiracy and calling the Pres. an enemy of Paolo. These are the things you People do to make things get worse.   18. This is the saddest mistake any person can make. Let us look at it squarely – Why did you not take the gun with you during the first meeting except the second meeting? To me, your first day without a gun was to observe the security set up and the lapses and carry the gun to the next meeting. Is your gun more expensive than the car so much that you can not place the gun on the dash board of your car.

    Please read more about what is allowed and not allowed in the premises and vicinity of state house. People have different ways of interpreting issues and events when the facts and wrongs are laid down. Palo – this was the greatest mistake you have done and you must give account for your deeds and mistakes.

    • Me Man, ‘he did not do any wrong’. It is the officers who did not do a good job. But yet again, Palo helped mis-educate them by virtue of his support for Bai, the incompetent Koroma. Poor judgement is the enemy’s utter blunder!!

      One Wooud hardly believe that he declared it at all. The CID is saying that he was INTERCEPTED. There are 2 Press Releases from CID.

      It is a pity,and no one wishes anything bad to happen to Paolo but the manner in which things are being twisted, casting blame on the present Govt. etc., will make the matter worse.
